Dear Mr Collins,

I am in receipt of your letter of the 9th instant with

enclosures mentioned, for which many thanks,

As you were away yesterday I called to see Mr.Beckett and explained the matter fully, giving him a copy of the proposed new Ordinance, also a copy of the letter from our Chief Manager to the Hongkong Government applying for the new Ordinance which gives all the explanations necessary to make it clear that what we are asking for is both justified and for the best interests of the Colony of Hongkong.

From the copy of Mr Niemeyer's letter of the 2nd instant to the Under Secretary of State for the Colonies it appears that the Lords Commissioners of His Majesty's Treasury are under a slight misapprehension as regards the position under the proposed

new Ordinance and the memorandum I handed to Mr Beckett, giving details of note issue at various levels, will, I trust, remove any misunderstanding.

It is not the intention that coin should be additional

to the deposit of securities. Although the reading of the
